That said, those in LE do have to maintain a minimum level of proficiency with a firearm. That level varies widely from state to state and agency to agency, and I think it is way to low in most cases.

Another example of what you are SUPPOSED to do vs what really happens was when I was in the US Army from 1965 to 1969. I was in the "combat arms", that is my MOS was a tanker but I also did time as an infantry squad leader and recon man in my armored cav unit.
Well, it was my understanding that combat arms soldiers were supposed to qualify ONCE a year with their rifle, and pistol (if the pistol was part of their job, like a tank commander, or MP etc).
I worked on a rifle range in So Korea the last half of 66.
Personally, I ONLY qualified ONCE and that was in basic training with the M14. Qualified with the 45 as those were a tank crew members weapon.
I never qualified again in 66, 67, 68, of course I spent 69 in the hospital, so the only thing I had to qualify with there was to PROCURE a urinal and HIT the darned thing.
My DD214 says I am NOT qualified for ANYTHING. But at least they got my 3 Purple Hearts on there.
needless to say, I had a lot of OJT type qualifying with the 7.62 coax, M2, 90 mm Main gun, grease gun, M16, M60 MG, and of course good old pineapple hand grenades and the newer smooth ones also. Knew all 4 positions and did them on that old M48.
