I don't think they sting.
Mud Dauber like Goju said, but with a closer pic I could tell you the Genus and Species. Coloration and wing vein structure all help in making proper identification. Could be from the Family Crabronidae or Sphecidae. Was is Blue or Black and Yellow? Was the Abdomen close to the Thorax or far away?
They are not aggressive and will rarely sting a person. I wouldn't suggest holding it.

I would never know what kind of insect that is. The only thing I can determine from that picture is that Ineff's windows need to be cleaned.
I was going to say it's a dead bug and it's time to clean your windows.

Yup..see them a lot around here. No..I don't think they bite or sting. Just look funky.
Oh, it's a dead f*cker now. I had to execute him out of principle... And because he wouldn't hold still for the picture. They have a very tough exoskeleton. Very evil looking. Sort of what I imagine lives in Pelosi's nether region
