    In my many travels , I,ve seen similar hardware like this on wagon rails , you know , Pennsylvania Dutch..! I can,t be sure , but have seen similar hardware.?

    Fastened to a frame rail of a wagon, it pivots down as a hand brake, like on a kids "big wheel"?
