have bunch of these too. they are threaded.
Look like old school machinery cover fasteners. Im guessing they were used to fasten down inspection and service panels.
Kind of looks like a cleat of some sort too
Guessing here- but the opening looks like a cutting edge. Something passes through the opening. Round end threaded rod screws it, clamping whatever ran thru the slot, or cutting it if rod is tightened enough.
I'm going with old fashioned wing nut.
