1890 Winchester made in 1896? That would be a second model. Not 22 wfr, but 22 WRF (Winchester Rim Fire). Ammo can still be found, but it is
a less desirable chambering than 22 short or long.

Value---Somewhere between $50 and $10,000. Depending on originality
    and condition.:)

They were chambered for short, long and WRF but not all three.

They were chambered for short OR long OR WRF--and after 1919 or so
they could be found chambered for 22 Long Rifle. The 1890 was built
and marked for only one caliber/length. Has to do with the depth of the
    cut in the shell lifter.

Not sure when Winchester got it figured out how to do 22 short/long/long rifle
interchangeably. Maybe the model 1906? I do know the 62 would do it.

The 22 WRF was always it's own thing with the larger diameter case. Closest
relative is the 22 WMR, but they won't interchange.
