Some people recommend KROIL. Used in conjunction with 000 or 0000 steel wool.

Understand that nothing will put steel back that has gone away. Soaking in a good penetrating oil, and then the least abrasive material you can find. KROIL is penetrating oil on steroids- PB Blaster is also pretty good stuff. Coat, let soak for a day, use 0000 steel wool or a Choreboy copper pot scrubber, either wetted with penetrant.

For light rust trip286 or Marlinman are correct. For heavy rust a product like navel jelly actually dissolves the rust but removes all bluing it touches also.

So will the steel wool. A dremel w a brass wire wheel will help alot on large areas of rust. Just dont push to hard. Use very light contact.

Blue Wonder cleaner does a good job on rust and doesn't hurt any of the remaining blue. What I use (with steel wool when needed) to deal with rust. By the way, the Blue Wonder is a pretty decent bore cleaner too.
