It has a plunger ejector that could be stuck. Take the bolt out and look at the face. Push in on the ejector with a rod or flat face punch. You should be able to feel the stiff spring of the ejector. Put a drop of oil on it and work it in.
Could also be a broken extractor but you can inspect that with the bolt out.
