    And this is my basic point against large scale centralization, governmental or private. It removes people from the consequences of their actions and warps their view of reality. That’s not to say small local city/states wouldn’t be susceptible to corruption or inefficiencies, but on a smaller scale where the community’s officers AND/OR citizens are living among the population, it’s easy for the other citizens to keep an eye on those larcenously inclined. It would be easy the population to rectify sloppy or crooked work, either by tarring & feathering or some other tactic.
