Why does it take a differenc powder for a lead bullet & then a jacket bullet

Do you mean different powder formula or different charge weight?

It usually has to do with pressure and velocity.

Lead loads are usually a bit more oversized to the bore of the gun because lead is soft and can conform to the rifling easier. But since lead is softer it will tend to shear off and leave more lead residue in the barrel if it is pushed too fast, while jacketed bullets may have less resistance in the bore, adn can be pushed to higher velocities than lead bullets without the fear of having the bullet come apart in the bore.
