For what? What are you wanting it to do?
RIA all the way. Para has had issues in the past. Heard good things about them lately but I know RIA will take care of me if it is needed.
I'm wanting it to shoot.
Seriously though, I won't carry it. It will probably be more of a range gun and possibly a bedside SD gun. Could venture into the 3 gun matches if I get into that in the future.
I'd go RIA myself. The tac 2 with the VZ grips is a great gun for the money.
The Elite is by far the better gun. I've sold a lot of RIAs and they are good for what they are, but they lack attention to detail. The Para Elite will be a lot nicer in finish and detail. The Elites are actually using a lot of EGW parts.
Also, there is no such thing as Para Ordnance any longer. The company was purchased by the same parent company that owns Remington and the company was renamed Para USA.
I really like my Para Warthog (.45 ACP, 3" barrel, 10+1 capacity).
It is plenty accurate up to 50', has been reliable, no ftf nor fte, and is easy to carry and conceal.
I don't know what your purpose for the gun is, but to carry concealed, it is fine for me.
Are you looking to keep it or to sell it in a year or two?
I would keep the RIA over the Para if I did not ever plan to sell.
Easier to work on (no series-80 setup).
Para elite is real good choce
