Most affordable new revolver

There are too many qualifying factors to answer this simply. If 'affordable' simply means the cheapest, that just takes shopping around for the lowest price. If you have a minimum standard on quality, desired use, caliber, etc. then you will likely eliminate the cheapest.
If you take into consideration future value, you might not even consider a new production revolver. Personally, I'd rather buy an older gun far more often than a brand new one, unless it is a new caliber or design that was not available in the past.
Do you have a purpose in mind for this revolver or is it just another addition to your personal arsenal? I have a couple or three that would fit into both of those categories for myself and I'm not sure which one will get priority if more than one becomes available at the same time.

No preference in caliber just not a .22 cowboy style revolver.
If a 9mm was available under a gazillions dollars id be on it.

Just to sit in the safe and plink with or bring out if need be if the other guns aren't at arms reach for self defense.

Learning revolvers are kinda cool and cool looking.

If you can find a Ruger SP101 in 9mm, it shouldn't cost an arm and a leg, but it is no longer in production. Pickings may be slim for that particular model.
I'm a big fan of S&W and Colt revolvers, but not in a recent vintage. You should be able to find a reasonably nice J-frame S&W in .38 Spl. or .357 Mag. for less than $400.

In that price range I'd be looking at the used market for a good piece, I'd say 350-400 is going to be a little low to acquire new most of what are widely considered to be the "good" name brand guns, Smith, Ruger, Beretta, Glock etc. I just picked up a new S&W 642 (DA only 38 snubby) for the wife for $399 plus tax and transfer fees, came to something like 450-460.

Taurus, Rossi, Charter, and EAA Witness make revolvers that can be found new for about $300 in various calibers. Quality can be hit or miss with some models from these companies.
A step up in quality would be Ruger and S&W, who offer compact alloy revolvers for about $400. The more rugged stainless steel models from Ruger and S&W are closer to $600, though.
