Its a strawman if your intention are bad. Not a strawman if your intention are good, "I'm going to turn it in to TPD, to keep it out the wrong hands".
Too many problems with this purchase - the 20 day wait on serial numbered items, (it's not just guns), to check if they have been reported stolen, (not used in a crime), and during this hold the firearm may not be sold. When I sold guns in Tucson for a living both gun shops kept the "wait" guns in the back, off the shelf, so as to make sure it doesn't get sold then have TPD come tell us it's stolen. Yes, that does happen, happened at both places I worked at in the past. Very odd happenings - he couldn't have done the background check for the rifle - he couldn't buy it, and the InstaCheck is done at the time of actual transfer, not during layaway. The only background check that could have been properly done on him was for the 1911.
