i was told by someone i cannot own a sbr ar15 in california is this true? it has to be atleast 16"
You need to get your information from the CA Dept of Justice, and not from random strangers. CA does permit SOME SBRs, and there are specific restrictions on AR style rifles. Now, whether you can get your local Chief Law Enforcement Officer to sign approving it is another matter entirely, and you still need to do the Federal transfer, payment of transfer tax, etc.

I mentioned in another thread that they have the restrictions and I think the 14.5 inch barrel has to have a welded muzzle brake/flash hider to meet the restrictions of California on length, but yes checking is the best option to verify the information you've gotten.
