When you put personal protection in the equation I put the budget up a bit. I stick with guns that have proven track records by having been around for a while and have good reputations for reliability and accuracy.
For a bargain you can look at some of the fantastic police trade in guns that usually look pretty rough from holster wear but prove to be very good shooters. Sig, Beretta, Glock, Smith & Wesson all can be had cheaper as used guns, and all have good reputations. Summit Gun Broker, Wideners, J&G sales get police trade in guns. Sarco had some surplus Israeli Browning Hi Powers also.

I am going to have to go with the Sigma again. It is as reliable as it gets, customer service is outstanding. The trigger is tough for the very reason you want…..no accidental discharges for touchy situations. Good for first time users with twitchy trigger fingers.
When you buy a used gun you always stand the chance of inheriting someone’s headache and or backyard gunsmithing….no thanks when it comes to a SD gun, I’ll take the new “lesser” gun every time.

Consider a firearm as part of your life insurance. You go cheap, and take chances. Get a quality product with a good track record.
Police turn-ins are available inexpensively compared to new. If it worked for the police, chances are it would work for you.

My opinion ----Naw, you don't want that 
But, Handle & shoot every 9mm you can & buy the best you can afford-
Look into the ruger P series if you're on a budget - Keep in mind you WILL be wanting to trade up so stay away from hi-points & such- You'll take a beating trading or selling them 2nd hand

I didn't really go into depth, but based on the fact that the question was about a budget gun I find that folks can generally find used guns that azre of high quality at a lower price. I recommended Police trade-ins because they are usually a high quality gun that has been maintained unlike your average boat gun that someone traded in after it got rusty.
An example would be a Glock 17 turn in that I bought as a deal with a local shop where two of my friends bought one as well, so we got them for $275 each. They came with three mags. The night sights were burned out, and the finish was rough, but they feed anything and have run reliably for years. I recently took mine up to the Glock factory while I was on TAD orders and Glock went through teh gun and replaced all the moving parts. So now my gun is new with the exception of the frame, slide, barrel, and locking block. No charge from Glock. Just a service they offer.
Cheap, reliable with good customer service.
A friend bought a used Sig 226 and another bought a Smith and Wesson 39-2 that were police turn-ins. Each was under $400 and have worked well, and these guns cost considerably more if purchased new, and they still will be working for many years to come. Mags are easy enough to find as well.
Just what I feel would be better choices than "bargain brand 'x' " or the latest model that was just releasedwith no track record. They may be picked up for a few hundred bucks only to find that it won't feed hollow points or that the cheaper cast parts broke and that the gun will be in the customer service department for repairs for 6 months.

The company that was contracted to do security on the submarine base just sold all of their p89s for $250 each. I missed out on the deal, because when word got out, they were gone.That P89 has always been a gun i hate to love
I think they are ugly and blocky, but they shoot too good to give anyone a hard time about.

Does "personal protection" include concealed carry?
If not, you can find some good options for $300-400...and a wide array of outstanding choices for $400-600.
Excellent value guns(in my opinion)
Ruger P89 $300-350
Bersa Thunder series $300-450
SA XD "Essentials" $400
CZ 75b $450-600
And most of the $500-something polymers (Glock/FN/SA/SW/Ruger/etc) are going to be real work horses. Avoid tiny guns, as they won't be ideal for home defense or the range. And if $300 is beyond your budget, you're pretty well relegated to Hi-Point as the best option.

S&W Sigma. $300 brand new. Simple, reliable, and safe. Snappy recoil but you get used to it.
I only buy used guns from people I know ....just my comfort level

You have to decide what trigger system you want. Since you said SD I'd go DAO or DA/SA. With them you can carry safely with a round in the pipe.

Thank you all for your help I was looking at a Springfield XD today new for $560 but since most of you mentioned ruger I think I will look ruger then. I am 6'3" and 280 which makes my hands a tad on the large side and most compacts I held didn't feel right in my hand. Also there is a gun show coming up in 3 weeks so should I hold off buying one at the gun shop until after the show or will the prices be the same regardless. Once again thank you everyone for your help.
if going the used route to get a better quality pistol at a decent price, then take someone with you that know about pistols and what to look for. there are some good deals if you know what to look for and shop carefully. also buy from a reputable dealer as they have more at stake than just a quick sale and are worried about their reputation. i have bought several used pistols over the years s well as new ones. i have yet to get a bad one.
