I found this item and I like to know more about it.
Would somebody be so kind to give me more information or a weblink?

It looks like one. I have seen them before. I don't think it was by a major reloading company like Lyman or RCBS, but rather a firearms company such as Winchester or Savage. The left side is for seating a bullet and probably sizing the neck. The right side is for priming the case. I doubt that it would full length size as it doesn't appear to have enough leverage. I nice little tool and in very good to ex. condition. I will make a nice exhibit in your collection case.

It looks to me like a portable loading press for use in the field. Cabela's used to sell one if I remember correctly.
