    From my experience, hope it helps others:

    DO NOT pay money for a so called “FFL kit” Most are out of date and incomplete. They sell you what you can DL or order from the ATF for free.

    Everything you need to get your FFL is right on ATFE’s web pages.

    Start here: ATF Online - Firearms - How To - Become An FFL

    You can download the FFL application in PDF format, you can type it, save and print it;

    http://www.atf.gov/forms/download/atf-f-5310-12.pdf

    Read through the application form to see if you legally qualify for a FFL, basically if you can legally purchase a gun, you qualify. Also you must have a place of business with set hours of operation. You must plan to make a profit.

    You also need certificate of compliance form, you can’t save it, so when typed, print it out;

    http://www.atf.gov/forms/download/atf-f-5330-20.pdf

    Here are the instructions for the FFL application;
    ATF Online - Forms - ATF F 5310.12 Instructions

    You also need to 2 fingerprint cards; you can order them from ATF here:
    Distribution Center Order Form

    When you drop off copy 3 of your FFL application to the CLEO (Chief Law Enforcement Officer), they may be able to do your prints. The CLEO is usually the county Sheriff or the city Police Chief.

    While there ask what state laws/licenses apply to your new gun business.
    In New York State for instance you need a state dealer’s license to sell handguns. You also need a EIN, sales tax number and a few other things varying on your town or city or state.

    Check with your local town or city to be sure your building can be used for business. The ATF IOI will want a letter from them stating that you can run a firearms business at your location.

    You will also need three 2x2 color pictures (one for the CLEO copy). I took my own with my web cam, resized and printed on Kodak paper.

    Mail your completed application, certificate of compliance form, print cards, pictures and fee to:
    Bureau of Alcohol, Tobacco, Firearms and Explosives
    PO Box 409567
    Atlanta, Georgia 30384-9567 USA

    After about 60 to 75 days or so, expect a visit from an Industry Operations Investigator (IOI), who will inspect your place of business, and go over regulations and paperwork with you. He or she will want proof that you can use your proposed place of business for business ie zoning letter, or business license.

    The meeting will take 2 to 3 hours, but don't sweat it, as it is mostly educational.

    If you ask, i have a list of the items the IOI will go over with you.

    Another useful ATF dealer site, includes FFL newsletters etc;
    ATF Online - Firearms - Industry

    Lots of good downloadable references from ATF here:
    ATF Online - Publications - Firearms

    After you receive your FF you will need a Firearms Acquisition and Disposition record book. I bought mine here:
    Gun Log Books / Firearms Acquisition and Disposition

    Here is a list of firearms distributors:
    Guns Directory / Firearm Wholesalers

    When I Had my meeting, the ATF Agent asked me If I would be manufacturing or selling Class III items and showed me the SOT application form which was just a
    Formality to being accepted ( assuming local and state laws allow you to deal I'n said items)

    Send that form In with your $500 check to the ATF and you are all set. If you choose not to fill it out right away, no worries, you can apply at any time. I waited a while as my FFL went live In September, and I didn't expect Class III stuff from
    Day 1.

    Another thing to remember is the SOT is valid July 1-June 30 regardless of your FFL expire date and you pay the FULL $500 per year, regardless of when you apply and it will still expire June 30th.

    ATF mails out renewal letters in early May. After that time, all applications typically are considered for the following year. Most people I talk to say if you are applying for the first time, send your application in the second last week of May and you should have your SOT by mid June, effective July 1st.

    Happy FFL'ing!

    Well I checked my Credit Card account online that I used for my 07 application and it looks like the ATF made a charge to it for the fee. Is this a good sign, or do they do that for all the apps while they are in process?

    Thanks!

    Does anyone know how dificult it is to get an FFL for a home business? I work (in the military) and my wife is a stay at home mom so we were thinking of starting out by doing local FFL transfers then moving into actual selling.

    One correction from my own experience:

    I called my city's zoning department, and they said I do not need to get a letter from them. They said that for past FFL requests, the ATF called the city zoning department themselves, and confirmed for themselves that the city allows an FFL at the requested location. Be sure to call yours to confirm, though.

    Thank you for this helpful guide!

    That may be true and probably is but I always like to have stuff like that in writing. I wouldn't take the word of your zoning dept. I would go ahead and still get a letter. They just emailed me mine. Probably took them 4 minutes at the most.
