Unless otherwise noted, yes, as long as you follow VA laws regarding transporting of weapons in vehicles. A lot of that depends on the posted signs before entering the parking lot. If you have a CC permit, things are a bit easier, but you'll still need to leave it behind when entering the courthouse.
The same holds true for most gummint buildings in VA. In in the Spotsy county admin building and courthouse, can't even bring in a cell phone!

Generally, unless there are law enforcement and Metal Detectors... I find most places are gun friendly if it remains concealed.
It's only when someone sees it that they start creating difficulties.
I'm one of the few that feels that the 'shall not be infringed' pertains to me....
