A DEALER has an 01 FFL. A COLLECTOR of Curio & Relic Arms has an 03 FFL. C&Rs are (1) guns over 50 yrs old, (2) Those on the list published by the BATFE (ALL Winchester 88s, ALL Colt Wodsman, etc, without regard to age) (3) Those designated by the curator of a museum (and approved by the ATF) as being a unique collectors item.
www.cruffler.com has some good info. License is NOT a license to engage in business of buying and selling guns, but to collect. $30 for 3 years, simple application. Can sit at home, run computer search for auctions and wholesalers (most give discounts to a C&R FFL holder) find gun I like, send dealer payment and a signed xerox of my license- and he puts gun in mail to me. Most fun you can have for $30. Also good for out-of-state gun shows, since a C&R FFL holder can buy face-to-face in another state, where unlicensed person cannot in some cases.
