You have to lock the bolt to the rear using the bottom of the bolt release. Press that in while slowly sliding the charging handle back to the receiver.

If you don't have a mag in the mag well, it will not have the upward tension to push the bolt catch up enough to lock it back. It's normal if you aren't engaging it manually, or using an empty mag.

You'll quickly learn how to either
    1) run your finger up the magwell on the aft side to raise the bolt catch or
    2) lift the bolt release paddle which in turn will raise the bolt catch or
    3) (not so good) raise the bolt catch via the ejection port.

Could also get a Magpul B.A.D. lever and lock/release it easily with your trigger finger. I have one and like using it.

note about the bad lever is some rifles work with em some have issues with last round hold open. if you get one and you start having bolt hold open issues its the bad lever
