Is the Bersa Thunder UC safe to conceal carry with the hammer up and safety on?
Hammer up? I'm assuming you mean 'un-cocked'. Safe, yes. Maybe not real practical though. Many such guns won't let you engage the safety without the hammer being cocked. Manually decocking the hammer would strike me as the greatest safety concern here, and it is a legit concern.
Most guns with thumb safeties are designed to be carried with the hammer cocked and a round in the chamber (condition 1). That's how I would carry such a gun, and yes...it's safe. But of course it's your duty to handle it responsibly and carry within a proper holster that facilitates safe usage.
The safety on a Bersa is a decocker. If you have the safety on it has been decocked.

Its a da/sa with an exposed hammer. Its not designed to be carried with the hammer cocked.
It is however a very fine gun (IMO) for the money
I carried that gun for a year in a Fobus. Great gun... Trigger was smooth as silk too.
