Given the BATFE's thumb on people's necks, I can see why a non-SN, home-mfd firearm that gets sold by an individual might be problematic for the government overseers. But, ammunition? Insanity. Unless "armor piercing" or "exploding/incendiary" or something verboten for "good" reason, it's hard to see how some cartridge is much different than any other benign and non-serialized product out there. Oh, well. Can't control people without points of control, I guess.
