You are about to walk through some dangerous territory. I don't believe you need a FFL to make a gun for YOURSELF, but if the BATFE even thinks you are planning on selling it, or doing anything illegal with it, you could end up serving a very long sentence in Federal prison. I think they may also limit how many you can make per year (limited to one???). You are also going to need some very good machining skills, and some very precise equipment.
I recommend buying an 80% reciever if you really want to build one yourself. It will be much easier to finish, and will probably save you money.

Then you want the same gauge metal as a standard AKM so that normal parts will fit. If making a krinkov style it will still need to be registered as an SBR with the tax stamp paid, unless you build it as a pistol with no provision for stock.

1mm is the thickness if the steel used in Warsaw Pact AKMs. The Chinese use 1.5 mm sheet steel.

There was a thread on some forum about a guy building an AK type rifle out of a shovel. He even used the handle for the buttstock.

It wasn't meant as an insult to you personally. I have met LEOs who don't know ATF rules and laws. I just like to err on the side of sharing too much info and keeping folks out of trouble.
