I saw that one online dealer is selling 40 Cal Federal Expanding Gov't Contract Factory 2nds. Are they ok/accurate enough for plinking?

    Here's what the ad states:

"Federal factory seconds, did not meet strict government specs for accuracy. Now sold to the public at a huge discount. Great ammo for target range use and about half price from standard XM40LP1."

  2. Probably okay.

If the only problem was accuracy, they won't hurt your pistol.

They're probably more accurate than you think. I'll bet they'll stay on a 12x18 plate at 25 yards. For plinking and general practice, how much accuracy do you need?

Absolutely. They will be fine. I have a bulk box of LE "seconds" Gold Dot hollow points that I picked up several years ago and they are good to go.
