    does the parts kit contain de-milled or no receiver? if so, then it's just a collection of
    parts and metal in the eyes of the BATF. That is the parts kit I purchased...

    Yes, it is legal to build your own gun. If it is an NFA item, you need PRIOR approval from ATF
