  i had the same issue , as well as many other people.... there are numerous good write ups on
  the web out there just google....what seemed to work for me was getting a 12 gauge bore brush
  and cleaning ...

  Remington 700 sps tactical in .308. i picked one up the other day and it is a sub moa gun right
  out of the box....with your budget you should be able to get a good piece of glass also

  Remington 700 sps tactical in .308, I just got one and its a sub moa gun right out of the
  box.....for your price range it can be had with a good piece of glass also....
