If a 4 inch barrel is used for 9mm +p 135 grain hp optimum testing what if anything is affected

Why has Ruger placed the serial number on the outside of the SR9c? Wouldn't it be easy for
someone to file the number down if the weapon were stolen?thanks in advance for any answers.
