Best to start with a good Ruger 10/22, for the money you want to spend, you can get two and have different setups.

I like the Ruger Mark III better - as did my wife. It depends on the purpose, the SR22 is a fun plinking pistol, but not as good for target shooting. Sure, it conceals better than a MKIII or 22/45...
