Likely approach would be to remove all paint (I'd use MEK in a ziplock bag for 20 minutes or so to start - and use rags to pull off old paint and not remove any phosphate if it is there)...

With that one, I'd consider a rust blue - which will take time, and some equipment, but have the nicest end result if it all goes well - a dark blue luster matt and durable finish. Note, you CAN do...
