I would say for your budget try the Smith&Wesson MP. Great to shoot very reliable manual safety and easy on the wallet. Also take the remainder of your budget and buy a good pump shotgun for home...

Idk about Penn Foster but there's a program at Sonoran Deserts institute that's online but you actually have projects you have to complete that they send you along with all the basic gunsmith tools.

Idk about anywhere else but in Tennessee its 8000 hrs before you go from apprentice to journeyman and certified. Also nobody up here wants to take on a apprentice even for free .
