that is a question i have asked for many years. unfortunately, the powers that be, (the BATF) decided at 18 you can legally purchase a long gun, but not a pistol from an FFL and so the requirement legally to carry concealed is also 21.
now you can't walk into a bar under the age of 21 andbuy a beer, but you can vote and be drafted into the military at the age of 18.
personally i see some double standards here that i don't like.
you can send an 18 year old man to battle and he can die for our country, but he can't buy a beer or buy and legally conceal carry a pistol.
sorry, it may be the law, but i thinks wrong.
