I moved your thread to the Legal forum and I'll answer your question while I'm at it.
It is sadly true that we mere Citizens are not allowed to buy an LCP. Only Law Enforcement is eligible to buy a new one. We, of the Proletariat are forbidden many firearms. LEO's may also purchase hi-cap magazines, but we are restricted to mags with ten round capacity.
Many firearms that folks who live in America can buy are not allowed for sale here either. California extorts their manufacturers for cash and for a number of free firearms to "safety test". Then if the firearm is "approved", a fee must be paid to allow the firearm to remain on the list. If it isn't paid, the gun is dropped from the list and becomes a "non-roster firearm", again forbidden.
This is so egregious that even many older firearms are forbidden to us mere mortals. Roster or non roster predicates what we may own, whether handgun or long gun.

That is plain nuts. I have some good friends who relocated her to Alabama from the People's Republic of California. They were astonished at how low the cost of living is here as well as how firearm friendly our state is.

Trust me, I wouldn't be here if I didn't have to be.

Can a LEO sell a used gun that's not on the list to an individual? I had heard somewhere that you could get around that rule that way. Please correct me if I'm wrong about this.

Actually, that's correct. However, an LCP that sells anywhere else for $225. costs upwards of $500. here. Those cool new little Sig 380's? We can't have those either. I can look at them in the gun case, but they're marked Law Enforcement Only.

So what's the issue around the LCP? Becuase it's so small or what?
