WHOAH! What if they realize that unwanted pregnancies and welfare babies are caused by PENISES!?! How much will that coverage cost, and will the poor have to provide evidence of...gulp...sterilization.

This, too was settled in 1791. Some may not be able to afford insurance. Should the poor be disenfranchised a constitutional right?
