Not if it's private land. You would have to ask the owner. It's normally legal on BLM owned land. Just contact your local BLM and they can tell you. They also have maps that show you where BLM land is.

In California, generally you can shoot on BLM and public land. Must have written permission to shoot or hunt on private land. Most cities prohibit shooting within city limits. Most counties have no shooting or shotgun only areas. Best to check with local LE or BLM on the areas you want to go.

You can also shoot in most National Forests. But check their websites. Depending on where you live and whether its fire season, you may not be able to shoot there.

I've read that you must be 150 yards from any dwelling, building, or other such public place and you may not shoot toward or over any road or public way (trail) or shoot in any unsafe manner.

One thing I've done in the past is to use a good GPS when looking for a place to shoot in the mountains (in addition to maps and common sense). The GPS even showed all the dirt trails in the area so you could be warned if there was a public way beyond where you chose to shoot.

This in addition to all the other good advice mentioned above.
