FL open carry signed in, kind of??

This is not open carry but can someone clarify what "a person who is licensed to carry a concealed firearm is not in violation of law if the firearm is briefly and openly displayed under certain circumstances" means.

I have a CCW. As I walk down the street, the wind flips my jacket up, and my sidearm is briefly exposed.
