I am not an expert but in going to Google and reading HB 0997 if it passes as currently worded I feel it is a good bill and that several other states should copy it.

The part I like best is the straight forward test to see if the person is capable of carrying.



And you get to shoot first to get your license. You shoot 30 rounds on a B-21 silhouette target, which is 35" x 45". To pass, you have to hit the silhouette 70% of the time. You fire 20 rounds from 7 yards and 10 rounds from 15 yards.

This ought to draw some comments! I know many feel there should be no test and many will think this test is not enough but I feel it is a good balance.

I also love the "Shall Issue" part that will keep the officials mostly honest!

Just finished my FL CCW class today, the instructor will provide an
addendum class to met whatever IL passes. So I will have to complete
my FL application and then when we know what hoops we have to jump
I will be part way on the journey to IL CCW.

You definitely could. And you only have to make 21 hits. 20 at 7 yards is easy, so you only need 1 out of 10 at 15 yards.

Unfortunately, you can't use Minnie to qualify. They probably require a normal defensive caliber, like 38spl or higher for revolver or 9mm or higher for semi-auto.

By the way, make sure you use semi-auto. A lot of states will give you a permit for any type of handgun if you qualify with semi-auto, but if you use a revolver you only get the permit for revolvers. That's how it is in Oklahoma, might be same in HB0997.

That means a person with a handicap such as missing one arm is out. Most people can not shoot a handgun that well with one hand. Test and shooting certain scores can and will be used to deny CCWs.
Years ago people in some states you had to qualify in order to vote. How did that work out?

In Nebraska if you qualify with a .22, you can carry a .500 magnum. No restriction of what handgun you can carry, but it has to be a handgun. It is not a concealed weapons permit. No knives, flame throwers, or cream pie throwers.
