The bill as it stands is available as a downloadable PDF. I have HB0997 as it stands in the Rules Committee. I was asking about the other bills both in House and Senate that also purport to be legislation responsive to the SCOTUS decision and 7th Circuit Court ruling. I don't know what all the other bills are and wondered if anyone else had additional information.

Here's a bullet list of main points in HB0997. There are a few cooties in it, but mostly a good bill.

Good points
- Shall issue
- Concealed or otherwise
- Display license to LEO, on request, or during investigative stop as soon as reasonably possible.
- 5 yr validity, $100 initial + $15 for fingerprinting + $??? at cost for criminal background check
- $35 renewal (discrepancy in Section 45 (b) needs fixed, it says $100 renewal, but $35 in two other places)
- Typical qualifications
- 30 round test, 10 @ 5 yd, 10 @ 7 yd, 10 @ 10 yd, 70% must hit B27 silhouette.
- Reciprocity w/ states w/ similar requirements (include but not limited to AZ, CA, FL, IA, KY, MI, MN, NM, OH, TN, TX, WI)
- Typical list of restricted places with a few extras (see bad points)
- Standardized No-Gun signs 8" x 10" minimum and State will standardize appearance
- Home rule is preempted

Bad points
- Range exercise in last 6 months for renewal
- Restrictions for parking lots of typical restricted places (may not be enforceable since vehicle is part of owners property)
- Restrictions for amusement parks, stadium/arenas

I'm sure I've overlooked some detail. I did not read every word, but I scanned pretty closely. If I've missed something big, clarify it!

997 has been pushed to the wayside, the new "good" ccw bill is going to be heard in committee this morning. I would prefer either of the 997 bills to the new one.

I agree...

But this is a "compromise" is to get Emperor Madigan to support something.
Personally, I would like to see us get Const. Carry then go back to Madigan
say "F-you A-hole" now will you do what the people want...

The African's bill does not have enough votes to pass so it will not, it is a
bad bill and everyone knows it, they know it will not pass, yet the act like
it will.

Again why is the press so quiet on this the most contentious legislation in
Springfield except maybe the pension night mare and the MSM is silent.

I hate this state...

The proposed bill thats in there now is trash also . 16 hrs of class time, at roughly $150 per 8hr class , thats the cheapest around here that I have found around here, so thats $300 on top of the $150 for the permit . Thats not affordable to most people . Then 3 hrs class time for renewal . And a back ground and mental check . Dont they already do this to get and renew a FOID card ? WTF are these A holes thinking anyway . I think they will drag this out and make constitutional carry happen on June 9th . Thats what is affordable to the people and the right thing to do, Nobody should be left out of this as it is their right to do so if they choose to carry

unfortunately moving is not an option for many of us.

I also wonder how many or which other states require a "mental check" to apply for CCW? our IL state lawmakers need those more than anyone else right now.

Considering yesterday in the Senate they were discussing the local ordinances for banning "exploding" bullets as a reason for no total preemption, I would definitely agree.
