The concealed carry course really isn't about gun safety. Gun safety and marksmanship are addressed during the course. But most of time is spent training you to carry a weapon in a legal fashion. The course also makes it clear what is considered self defense. If you need tactical training or marksmanship training that is a another course.

Unless it is raising our income taxes or property taxes, it seems Springfield

I don't believe they will EVER let that happen. They'll throw something ridiculous together.

The worst part is that they had a great bill (the original HB0997). I downloaded the latest copy of it as it stands today. A quick scan suggests that a lot of the good parts are still there. Preemption (prevents individual cities/counties from making stupid exceptions), shall issue state-wide, pretty low cost, pretty quick turnaround (30-60 days, I think?), the usual list of places you can't carry, allows concealed OR OTHERWISE, 70 pages of legalese will take a little while to wade through. But it's back in the Rules Committee, the same group of colonoscopy targets who did all the last round of amendments.

I wonder what the law will be when I go visit Winds in June?

My honest opinion is they will jack around to long and constitutional carry is going to happen. I hope it does and I hope the state misses all that permit money

So once and if we get Constitutional Carry can they pass a law that puts restrictions on the ability to CC?

Actually this is a very different situation. This isn't something that is being
paraded in the public and being politicked to death as most things usually
are; the antis have dug in with their highly restrictive bills and a minority
vote. The pro's have a solid majority and have the Federal Court decision
on their side. Six months ago I would have agreed with you but the lines
here are very far apart and the pros have everything they need. I am giving
it 70% chance of going through. There is nothing that the antis have to
hold over the pros heads. We have all the ammo an a very strong majority
vote.

Yes but it will be very tough to take it back. Especially if crime starts to
drop, as it has in every other state that adopted a shall issue law or an
unrestricted CCW policy.

They had a chance to pass very restrictive bills several years ago and passed. They just folded their arms, closed their eyes and shook their heads no. No they have lost almost all of their leverage, yet they continue to trot out bad bills from dreamland and denialville. It is a very, very rare sight these days to see liberal democrats backed into a corner with no where to go. I'm not that crazy about Phelps 997 bill, but with the three weeks left there is still plenty of time for something to happen.
Gov Quinn would love to see the Il AG take this to SCOTUS as it would work against her if she decides to oppose him for Governor. A loss by her on the appeal would affect other states and I don't think she wants to do that.
