I'm in texas and I believe my uncles rifle is a weatherby 30-06

And your age? That matters.

In general for a person 18 years of age or older, Texas does not regulate the possession of long guns.

In Germany, a hunter can borrow another hunter's longarms. The owner writes a signed letter with shotgun/rifle's information, and gives the period of time the gun is to be borrowed. There is a time limit according to law, but I have no idea what it is. You cannot borrow a handgun. Anyways, maybe having a letter from the owner is a good idea. I would include the owner's contact info too.

just new to guns so I didn't have the slightest idea

just bought my three firearms this year

If you are of legal age, reside in Texas, can legally posses firearms, and have your uncles permission, then yes you can borrow his rifle.
