It is vital that you call, fax AND e-mail Governor Brown DAILY respectfully urging him to VETO these anti-gun bills. Governor Brown can be reached at (916) 445-2841, by fax at (916) 558-3160 or by e-mail here (https://govnews.ca.gov/gov39mail/mail.php).

The manufacturing prohibition would apply to 80% builds. Don't fool yourselves, these are significant restrictions.

Bill 1609 means that no one can bring a firearm into CA. If I were going to a shooting competition and I was not a CA resident my firearm would have been acquired out of state. If I was going to visit family I could not bring a firearm into the state with me as it was acquired out of state.
Bill 199 means that BB guns will no longer be exempt and therefor illegal.

Here is the part of which you speak.

SEC. 4. Section 27585 is added to the Penal Code, to read:

27585. (a) Commencing January 1, 2015, a resident of this state shall not import into this state, bring into this state, or transport into this state, any firearm that he or she purchased or otherwise obtained on or after January 1, 2015, from outside of this state unless he or she first has that firearm delivered to a dealer in this state for delivery to that resident pursuant to the procedures set forth in Section 27540 and Article 1 (commencing with Section 26700) and Article 2 (commencing with Section 26800) of Chapter 2.

So, this bill pertains to Residents only. I'm sure CA has restrictions on non-residents as well, just not in this Bill so far as I have read.
