Default Ban on Interstate handgun sales is Unconstituional

We all heard this back in 2015, so why are gun shops refusing to sell a handgun to out of state residents.
Last week i saw a Bass Pro Shop Clerk refuse to sell a Wisconsin Citizen, a handgun.
He showed him his handgun carry permit and the Sales Clerk said that Tn and Wisconsin did not honor each others hand gun carry permits.
So, there are three questions here.
One why won't they sell to out of state residents and b apparently they will sell to out of state residents if our state honors an out of state's resident's
handgun carry permit.
It was legal for a long time to buy a long gun out of state but two years ago my wife bought me a long gun for Christmas, but they had to transfere it to a local shop for her to buy it.
WWhat is going on?

The link opens a 404 Error page.

I have never heard of such a ruling, bucket. It would have made front pages. Something is not right.

A valid carry permit does not entitle anyone to purchase or sell a gun in another state, only to carry there.

If the gun was bought from a non-bordering state, a transfer is normally required. I can buy and bring home a long gun only from KY, IL, OH, and MI, because they border my state of residence.

It is a violation of federal law to sell a handgun to someone from another state.

If you think that law is unconstitutional, get a lawyer and sue.

It is legal under federal law to sell a long gun to a person from any other state as long as that sale DOES NOT VIOLATE THE STATE LAWS OF THE SELLER OR BUYER.

I can legally buy a rifle or shotgun in Florida, Texas or Ohio, but not in California, /Washington, or Massachusetts.

See, I new these Federal Gun Laws were simple and easy to understand. Don't worry the government will take care of us ....... ?????

The states are listed, without saying border states. It is clear though what they have in common - an Indiana state line.

It looks similar in your state:

2923.22 Interstate transactions in firearms.
