Yikes, good luck enforcing that one. That will result in some out of pocket Gov expense to do these checks, sounds like an ATF job. Dont think it will happen.
No surprise here. This comes from a state that bans hollow point ammo outside the home. What do cops carry for duty? You can bet its not FMJ, that would be a public safety risk.
