Sheriff Arpaio is doing something; but to the cartels, he's just a very visible symbol. He's the most visible LEO in this war right now, although he may or may not be the most effective. But it's kind of like the WH taking on Rush Limbaugh. No one else will get as much press.

The reason for the pink underwear, as stated by Sherriff Joe, was to stop the inmates from stealing the underwear when they were released. I saw that on one of a liberal news show several years ago when they were making a big fuss about him housing inmates in tents and feeding them bologana sandwiches.

According to an interview I heard this afternoon, the last one was $5M, so he's down from his all-time high.
