Just one more scare-mongering article. The other sources say that the ammo deal is "up to 1.6 billion" and over a period of 5 years. DHS has lots of agencies under its umbrella, so the ammo goes to many different agencies for training and carry use. As for the vehicles, DHS gets only 16 of them , not all 2717. But I do agree that it is fair to question how they will be used and why they need them at all.
