mini shoots very high

My 180 series Mini-14 shoots very high at 100 yards, around 10 inches. I have the rear sight bottomed out and the only solution seems to be to get a higher front sight or a smaller rear peep sight.
I think I should send this rifle back to Ruger and see what they can do with it.
