Default Is a Mini-30 ranch rifle barrel replaceable?

My mini, unfortunately, has one of Rugers infamous "low-dollar" barrels....is this replaceable?

Generally not a "do it yourself" project, unless you happen to be a gunsmith. Requires tools and fixtures you likely will not have. Find a good smith, pay him for his labors. You can thank me and buy me a beer later.

I have a 189 series that shoots fairly well. What is your series and what is your problem?
