Which series is the Mini? The older 180 series until about 2004 or the newer 580 series post 2004?

If it is a Ranch rifle, you should just need to buy the scope rings made for it. If it isn't a Ranch rifle then you will have to buy a mount, either one that is mounted to the side of the receiver,or have the receiver drilled and tapped on top for a 1 piece mount.
I had a Leupold 1 piece mount installed on my 180 series years ago.

Yep what TXhillbilly said. If it is the newer 580 series mini the scope rings made for it is the way to go. You can probably order them from Ruger.
