Talked to Clark Custom about installing a match quality barrel. They've been down that road and began to list the "issues" - the one I remember is the gas system would have to be replaced.
If one is to go down that road, Accuracy Systems Inc. is a mini specialist who will guarantee 1.75" or less for $529 and that is the base line package. For $799 they will guarantee MOA. They also have an excellent variety of after market parts and their CS was very helpful over the phone.
Thank you TLuker, I will try and tweak away until I get some satisfaction.

it's all good. i just got a cheap(ish) AR, and i really like it.
i think you're in a good place if you want to make your mini shoot better. there are some guys who really know the mini well here. but first, what have you done to help your mini out?
really give master p's tips for mini accuracy stickies at the top a good read. very good info there.
i'm not sure if i'd put a new barrel or mod with asi on myself. expensive and it can cause problems with ruger.
ps jump in the shooting challenge. its a good way to see what your mini does and what others have done to get their minis shooting.

Ditto what Hawkguy said.
Also, keep in mind that the mini can shoot some pretty good groups with just some minor effort like cleaning the barrel and trying different ammo.
This is what my stock mini did after breaking in the barrel and trying a few types of cheap ammo. I found one it liked. I might have just got lucky and found a shooter, but I really think most guns will shoot with a little tweaking. The trick is learning how to tune a rifle, and I'm still learning new stuff all the time.

I've got a Colt AR15, a Ruger Mini-14, and a Ruger Mini-30. My SHTF hands down choice is the Mini-30. Why?? Plenty accurate, very rugged, won't die on me if I don't clean it (or have the stuff to clean it correctly). When I pull the trigger it goes bang. I'm not sure that would change if I never cleaned it again. It is our version of the AK.
The Colt is a nice weapon, much more accurate, but oh so tempermental. The AR is just to high maintenance for a SHTF battle weapon. But it is much better than a mini if you just want to shoot targets and clean daily. The Mini-14 is a carbon copy of the Mini-30, just a different round, probably better for damage past 250 yards out, buy not as good at shorter ranges. I have made some simple mods to my Mini-30 that gets it to shoot MOA or better. I put an ATI Strikeforce foldling stock on it primarily so I could fold it up. My 30 is a 189 series and my 14 is a 196. I'm pleased with all three guns, but the 30 is definitely my choice for a SHTF scenario. If time, conditions, and load carrying ability were still really good, I would carry my Vepr in .308 as a companion to the mini. The Vepr is basically a heavy duty AK that will reachout and touch someone faaaaar awaay. With the Vepr, the Mini-30, a 10-22 survival rifle, and a Glock 22 on my hip, I'd feel like I'd be all set for anything that might come up.

I have 2 ARs and just haven't found the whole "They have to be spotless to work" statement to be factual. Also have 3 minis and will agree that they might shoot the rest of my life if I never cleaned them, just dumped oil in the moving parts. The mini is my favorite because of size, it's just an overgrown 10-22. And as hawk already mentioned it goes from nice to nasty in seconds if you buy extra stock hardware.

Just ordered a Mini 14 plastic stock 18" barrel with a 20 round mag from CDNN. $603 shipped. $20 more for the tactical. My ffl only charges $22 for the transfer.

I so want a mini, imo the reliability outweighs the accuracy issue.

For me the chose was easy ARs are good guns. Shooting is a hobby for me i don't enjoy shooting a rifle that has a gas action in my face. My mini is a joy to shoot with buffers, smaller gas port bushing and muzzle break it shoots much like my 10-22 and the gas action is no where near my face. These days are lot guys shooting ARs at the range most don't shoot any better than my Mini. An AR is like any other rifle you have to learn how to shoot and feed it. Most of the ARs that shoot real well are high dollar rifles more like ASI Minis. Most the guys i see shooting ARs at 50yd are shooting 4 or 5 in groups at 50yd but when a Mini shoots 5in groups out of the box with cheep ammo it is a piece of crap. Buy what you like and learn how to shoot it.
