does anyone know of a mount or connector that can connect 2 picatinny rails together, facing each other? essentially two scope mount bases attached to each other? but actually something made for that.

I'm not sure I understand the question.
Scope Rails are mounted on the gun. You can drill and tap a set of holes closer to the existing mount and put the second mount right up to it if you wanted too.
What type of gun are we talking about here and what are you trying to accomplish?
ok here goes, i have an ar-15 bushmaster. i have a quad rail picatinny that is almost full length of the barrel. i also have a beretta neos 22 pistol. the top of the neos has a picatinny rail and so does the bottom of my ar. and i think it would be a much cooler foregrip then the little plastic ones that my local gun shop sells. any ideals or should i just stop while i'm ahead? lol.

I don't know of a part off the top of my head that will do that.
And you should probably stop there, while you are ahead.
In order to use the pistol, if it's the one I am thinking of, doesn't the rail on the pistol move with the slide? Or is it separate? Because if the rail moves with the slide, there is no way the weapon would cycle...
Get 2 pairs of scope rings (you probably want the lowest ones you can get) and just use the 4 lower halves of the rings. You will need to do a tiny bit of machining to remove the threads and add a countersink to two of the bases then just simply screw a threaded half to an unthreaded half and viola...
Again, it's a little cheesy but then you are attaching a .22 pistol to an AR.
