I don't think there is one, its like the term tactical rifle or tactical shotgun, there is no definition but there is a general sense of what it means. For example: a regular around the house flashlight probably wouldn't be considered tactical but something like a Surefire would be.

Non firearm flashlights, set of 3.

Maglite - old school non led, 3 D batteries. This was the old standby for cops as it makes a great club as well as light.


El Cheapo Lowes 4 pack of LED flashlight. $12.99 for 4 lights.


Amazon $3.92 flashlight. 400 lumens is the advertised rating. All I know is...

You can see I shoot bow and arrow in my basement from this picture, my daughter seems to live in a tree trunk and my wife does some awesome melted crayon art!
No strobe or dim options on this version. A buddy who recently bought a slightly different version has simliar brightness with strobe and dim option for nearly the same price.

Again I am NOT suggesting this is equal to a surefire and if I were putting my life on the line I would pay Surefire money. But if I just want to see when the power is out, I'll keep 4 of these in my house and if 1 dies, who cares, I spent $16 and all 4 won't die at the same time.

Also you can focus this flashlight to about a 1 foot target at 20 feet, it's useful but not amazing.

I did a bit of research on flashlights and ended up getting the Fenix LD20. Super bright, different brightness settings, up to 200 lumens. It doesn't throw like a spotlight, but indoors its perfect. I brought it on the ship with me and it survived 4 months in the engine room. So I just bought the Fenix headlamp, which I'm really impressed with, and my new toy, the Fenix pd35, which is handheld, and throws out 850 lumens. This thing is brighter than my jeep headlights. $80. It uses 2 cr123 lights but the rechargeable 18650 batteries fit. I'm a fan of Fenix now.

It was delivered yesterday, and it is more then a battery holder. It is an Ultrafire and Cree (it says Ulteafire on one side and Cree on the other), it has 3 constant on settings that are all the same, 1 strobe setting and 1 slow strobe setting. It can zoom from what it says is x1 all the way to x2000.
The first 2 pics are x1 and the last is at x2000.

Here is the beam, I don't think it is 1600 or 1000 lumens, but it is bright
Picture 1- x1 at about a foot
Picture 2- x2000 at about a foot
Pictures 3 and 4- x1 at a far distance (don't know how far)
