It appears to be made by Springfield.
Colt also made one.
On auctions the Springfield appears to be going for $1000.
Colt about $1700.
I got this on a Bing search.
I didn't explore how many were produced. You can do that.
Not much interest in commemoratives is the general opinion. YMMV.
Looks pretty.

U.S. Historical Society, Eisenhower .45 Auto. Made by Springfield, 1,000 made in 1992, Issue Price was $1,675. Most of these sell for less than the original price.
What we have here is... failure- to communicate.
